Revised NACO Costing Guidelines for Targeted Interventions

Dear FORUM,

Greetings from NACO!

With immense pleasure, we inform you that the revised costing guidelines for

Targeted Intervention projects have been finalized through series consultations

with NGOs/CBOs, SACS officials & experts.

The same have been approved by Secretary (Health), Government of India for

implementation.

As there have been repeated requests from SACS, NGOs and also by various

evaluating teams for an in-depth review of existing costing guidelines for

Targeted Intervention projects. Results of mapping data have also generated

need for composite interventions and also there were no specific costing

available for IDU and MSM interventions. This had generated need for revisiting

the

existing TI costing guidelines and to make them practical, user friendly and

cost effective.

The guidelines have been put in place through a participatory approach whereby

SACS, NGO partners, NACO and other experts were involved. In the revised costing

guidelines, efforts have been made to make the guidelines more practical, user

friendly, realistic and to cost for effective which had not been provided

earlier, like local transportation, salary of counselor, broad basing of TI

concept to include care and support, Composite interventions specific costing

for IDUs and MSM interventions etc.

The revised guidelines have been peer reviewed by a vide range of stakeholders

including Project Directors of SACS, Finance representatives, NGOs, Experts in

the field, bilateral and UN agencies etc. After internal review, the guidelines

were put up on NACO's website for comments by various stakeholders and programme

implementers and was also sent to all the Project Directors of SACS for their

comments. The comments received from SACS and other stakeholders were suitably

incorporated in the revised costing guidelines.

We hope the revised costing guidelines would help partner NGOs in better

planning and effective implementation of Targeted Intervention projects.
