Guest guest Posted May 18, 2005 Report Share Posted May 18, 2005 Sub: Need for monitoring the impact of TI programmes and Concern for Vulnerable States & enough funds for MSM TIs & C & S programmes Dear Kavita and other members on the list, Thanks that some one has raised this. The problem in the State of U.P and Bihar is intensifying day by day and everyone is concentrating on the high prevalance state. After some days even UP and Bihar will be high prevalance state if JUST attention is not paid. Even the vulnerable groups in these states are not catered to thru information and other IEC materails. For instance there are not enough or no projects for MSMs there. Bharosa Trust has been working in UP on MSM issues for so long and Aasara Trust in Bihar. But both these agencies have not got any funds to run proper programmes for the groups. NACO has including MSM Intervention as important area but still the SACS besides receiving project proposals have not been funding to these groups. The fact in Maharashtra is also the same. MSACS is supporting only one project on MSM in only one district of Maharashtra. And the fact is that Maharashtra is standing 2nd in Ranking as regards infection of HIV goes. It is right time that India has received so much from the Global fund and nothing much is happening. Intervention with general public done is much appreciated but we need more focus on TIs for vulnerable groups. I agree with Kavita that strict monitoring and evaluation is necessary but firstly enough funds is also necessary. I welcome more open discussion on this. Also request the members to share what is happening with GFATM in Maharashtra.
