I notice that complaint had been lodged with the police to no avail. But what about the National Human Rights Commission (NHRC)? Photos of the marks Simon got must also be sent to NHRC and should become part of the evidence of police brutality. More importantly the TV channel should be taken to task. You have not even mentioned the name of the channel and left it as a regional channel! The Press Council should be made to intervene and the NHRC should also receive a complaint against the TV channel. May be the attempt to get justice to Simon could turn futile but many more Simons will benefit by the firm action against such unscrupulous channels. Group meetings should also discuss the cunning and unethical practices of such channels so others would also become wary.
