Guest guest Posted August 6, 2005 Report Share Posted August 6, 2005 Urgent Vacancy Announcement Coordinator for the International MSM and AIDS in Asia Consultation Secretariat Background: With the need to rapidly scale up MSM HIV/AIDS interventions in the Asia-Pacific region, a pan Asia regional consultation has been proposed to be held in New Delhi, India in September 2006. The three day consultation shall bring together a range of stakeholders, including country HIV/AIDS prevention officials, technical experts, researchers, and community. To facilitate the consultation in a professional manner that is transparent and accessible, a secretariat needs to be developed in New Delhi, under the management of a coordinator. Position: Coordinator for the International MSM and AIDS in Asia Consultation [iMAAC] Secretariat [This is a 7-month Consultancy Contract based in New Delhi, India, extendable by another 11 months. Non-Indian Citizens who can obtain a work permit in India on their own efforts are also eligible to apply]. Responsible to: IMMAC International Steering and Coordination Committee. Eligibility Education: Graduate from a recognized university. Preference shall be given to candidates who have any relevant additional professional degree or degree in social sciences. Communication skills: Fluency in English and Hindi. Must have excellent report writing skills in English and past experience of independently preparing funding proposals and budgets. Must be well versed in the use of computers, internet, and other office automation products Work Experience: Must have at least 5 years consultancy or senior NGO management experience of working on MSM HIV/AIDS issues in the Asia-Pacific Region. Must have past experience of working with the various HIV/AIDS networks of the Asia-Pacific Region. Preference shall be given to candidates having existing linkages with such networks. Must have past experience of working with managing or organizing international HIV/AIDS conferences or consultations, preferably in the Asia-Pacific Region, and/or on MSM HIV/AIDS issues. Must be well versed in accounting and financial management skills. Must have past experience of independently preparing funding proposals and budgets and negotiating funding from funding support organisations. Must have necessary linkages with UNAIDS and other national and international HIV/AIDS support agencies, both in India and in the Asia-Pacific region. Preference shall be given to candidates having past research experience on MSM issues. Job Profile: The selected candidate shall head the IMAAC Secretariat, and shall be accountable to ensure that the secretariat fulfils all its scope of activities within the allocated timeframes. The scope of activities of the IMAAC Secretariat is as follows: 1] Maintain the records of all the financial activities of the Consultation. 2] Liaise with the International Committees that have been set up, namely the International Steering Committee, Technical Advisory Committee, the Programme Committee, and Co-sponsors Committee, and facilitate all activities necessary ensure the smooth working of the committees. 3] Maintain the records of the proceedings of all committee activities and disseminate them. 4]Facilitate inter-committee communication and dialogue as and when necessary 5]Establish and maintain the IMAAC website with regular updates etc. 6]Liaise with the logistics management concerns as selected, and ensure their activities result in a smooth conduct of the consultation, including prior and post IMAAC developments. 7]Facilitate publicity and information dissemination of the consultation and act as the information clearing house of the consultation. 8]Act in coordination with the sponsors and the co-sponsors to assist in resource mobilisation activities, including resource mobilisation from private sector agencies like corporate houses, private foundations etc. 9]Network with MSM community groups, collectivities, networks, organisations and individuals in the Asia-Pacific region to facilitate their participation, contribution, and inputs towards the consultation. 10] Coordinate with selected researchers and technical experts to ensure the timely delivery of studies to be commissioned as part of the pre consultation activity. The coordinator shall have the responsibility to plan, execute, and catalyse, and facilitate small research[es] in the region to fill up the knowledge gaps that exist on MSM and AIDS. 11] Liaise with GOI and NACO as and when required. 12]Liaise with various UNAIDS country offices, and other International Development Organisations to ensure their pre consultation activity and participation of their various teams including UNAIDS country delegations. 13]Any other activity that is needed to ensure a smooth and successful Consultation Fees/Remuneration: Negotiable for the right candidate (up to 50,000 Indian Rupees) depending on qualifications and experience. All fees and remunerations shall be paid in Indian Rupees and the taxes as deductible under applicable Indian Laws shall be deducted at source before the payment of the remuneration.
