PANCHAYAT RAJ AND RURAL DEVELOPMENT (RD. III) DEPARTMENT G.O.Ms.No.94. Dated :29.03.2005 Read: D.O. Lr. No. 963/WAD/AIDS/2004, Dated.16.02.2005 of the Principal Secretary to Government, Health, Medical & Family Welfare Department. **** ORDER: Few threats to Andhra Pradesh development are as grave as HIV/AIDS. A mature HIV/AIDS epidemic cap wipe out all the gains made by the State in increasing the life expectancy and reducing morbidity among mothers, infants and youth. It affects the population in the more productive age. It increases orphans and destitute in the society. The grown of the epidemic is primarily determined by the heterosexual behavior. 2.Principal Secretary to Government, Health, Medical and Family Welfare in the reference to read above, informed that keeping in view the urgency, Honorable Chief Minister and Honorable Minister for Rural Development have announced that one lakh ”AIDS Prevention Activists” would be trained at a rate of one or two for each habitation. They will in turn, lead the HIV/AIDS prevention efforts in their respective habitations in the State by educating the women SHG members and Water Shed Committee members. 3.Principal Secretary, Health, Medical and Family Welfare requested the Department of Rural Development of operatonalise the announcements of the Honorable Chief Minister and Honorable Minister for Rural Development. Government, after careful consideration of the matter, hereby advise the Chief Executive officer, Society for Elimination of Rural Poverty, Commissioner, Rural Development and Commissioner, APARD to ensure that HIV/AIDS is incorporated in all the training and extension programs taken up by the Rural Development Department. They must workout Action Plan for training of one lakh “AIDS Prevention Activists” at a rate of one or two for each habitation so that they can lead the HIV/AIDS Prevention efforts in their respective habitations in the State by educating the SHG members or Water Shed Committee members. 4. Chief Executive Officer, SERP, Commissioner, Rural Development and all the District Collectors & Project Directors of IKP-DRDA may give preference to eligible HIV infected or affected widows in the economic program of IKP-DRDA. 5.District Collectors and Project Directors of IKP-DRDA may accordingly workout an Action Plans for capacity building of the vulnerable groups on HIV/AIDS.
