Position to be based in Hyderabad Candidate will work closely with AP Government and local CDC partners Mentorship by CDC Officers in Chennai / Delhi LAST DATE TO RECEIVE APPLICATIONS: AUGUST 3, 2005 Designation: Epidemiologist (CDC/HYA-001) Job Description: Incumbent serves as a Medical Epidemiologist providing technical and medical/scientific input to HIV/AIDS program activities coordinated through the US Department of Health and Human Services, Centers for Disease Control and Prevention, Global AIDS Program (CDC, GAP), with duty station in Hyderabad, Andhra Pradesh (AP) State, India. Incumbent provides leadership to the development and design of CDC, GAP activities in AP State and provides technical input into all aspects of program implementation and evaluation. Incumbent develops and maintains strong working relationships with a wide variety of individuals and organizations partnering with GAP to carry out program goals. Incumbent is recognized by American and Indian public health professionals as an expert for HIV/AIDS in India. In his capacity as Medical Epidemiologist, with CDC, GAP incumbent initiates, conducts and oversees complex HIV/AID prevention and control program activities in order to reduce the transmission of HIV on a state scale, including the prevention and control of HIV and Tuberculosis (TB) co-Infections. The Incumbent provides medical and epidemiological advice and consultation as an expert in HIV infection and TB as it applies to the general population and populations at risk for HIV infection. The incumbent is responsible for working with the GAP, Country Director based at the US Embassy In New Delhi and GAP, Deputy Director for South India based at the US Consulate in Chennai, and the senior GAP Medical Epidemiologist, based at the US Consulate in Chennai as well as other colleagues, to coordinate~ all CDC, GAP in- country program activities, particularly those in AP state, including those related to primary prevention, training, infrastructure support for surveil1ance and laboratory services, and HIV / AIDS care and support. The Incumbent will provide leadership, direction and technical expertise to universities, medical institutions, non-governmental organizations, state level AIDS offices and other collaborating and participating agencies. From time to time the incumbent will also coordinate and work with the National AIDS Control Organization (NACO). The incumbent is responsible for providing management and oversight to the GAP, India program design and will support the implementation, monitoring and evaluation of primary prevention activities, analyzing program data through statistical methods, and disseminating study results through scientific journals, periodic reports and public presentations. Desired Profile: The candidate must be a medical doctor having exceptional leadership and management skills with rich public health experience in India working with the government, NGOs and international agencies. Must have excellent technical, communication, analytical and training skills to build the capacity of NGOs and government institutions in AP. Prior experience in systems development, HIV/AIDS and large public health interventions with innovations would be an asset. Excellent English and Telugu language skills required. M.D. Degree or MBBS plus a Master's degree in Public Health or a related field is required. Must be a Physician licensed in India. A minimum of three years experience practicing clinical medicine. At least six years of progressively responsible work experience in HIV/AIDS and Public Health. Prior experience required in work involving training, writing and public health project management and administration (within the technical area of HIV/AIDS). Prior experience in data analysis, communications (including writing in English) and contact with organizations representing various government and non-government sectors is required. Level IV (fluency) in English is required. Level IV must be able to translate and/or interpret from English to Indian language and vice- versa with added technical and scientific vocabulary. Must have a thorough and complete knowledge of Public Health (including health statistics and epidemiology) and communicable and non-communicable diseases. Must also be familiar with the research and studies around the methods and techniques used in prevention, care and support and surveillance issues surrounding HIV/AIDs and TB. Must also exhibit an ease and familiarity with various software packages and computer programs, including spreadsheets, power point and basic statistical programs, such as EpiInfo, SAS or SPSS. Must be capable of applying ingenuity, originality and inventiveness to designing program for HIV/AIDs prevention and care. Must be skilled in organizing and managing public health programs, including monitoring and evaluation of those programs. Must be able to prepare oral and written reports in English for senior-level international scientific audiences. Must be skilled in various computer software packages used in science and epidemiology. Must be willing and able to travel internationally and within India.
