Currently, 20 plans serving 79 millionmembers in 34 states have signed up. Computer Sciences is developing thedatabase under a two-year, $21.5 million contract.The database will include "nonidentifiable and aggregate" patientinformation, but employers eventually will be able to accessidentifiable practice and prescribing data for individual physicians,according to Health Data Management. Serota, president and CEO of the Blue Cross and Blue ShieldAssociation, said he hopes the 18 remaining Blues plans will join thedatabase within the next year. The database, which is being tested now,is expected to be operational in 2007 (Health Data Management, 8/4).At first, local BCBS insurers will provide the information to employersand will offer quality reports to doctors and hospitals on the care theyprovide. After the methods and analyses have been reviewed by medicalprofessionals, insurers will offer summary reports to consumers,according to the Philadelphia Inquirer<http://www.philly.com/mld/inquirer/news/local/states/pennsylvania/15214484.htm>(Goldstein, Philadelphia Inquirer, 8/7).Employers will be able to use the data to analyze how their workers areusing health care services, the St. Pioneer Press<http://www.twincities.com/mld/twincities/business/15202945.htm>reports. BCBS officials said they also have received inquiries frompharmaceutical companies and medical device companies that would like toaccess the database. The data are "expected to provide a comprehensivelook into how people use the health care system and what doctors areprescribing for everything from a foot ailment to a failing heart,"according to the Pioneer Press (Forster, St. Pioneer Press, 8/5).The database also will enable researchers to document geographicaldiscrepancies in services and to quickly identify safety problemsassociated with new drugs and medical devices. To help assess theeffectiveness and safety of drugs, the association has contracted withresearchers at Harvard and s Hopkins universities to suggest ways tostudy the available information.
