The numbers are definitely welcome if true. BUT If the methodology is better now that means the methodology was not so good last year. Then how can we deduce anything from comparison from the two data? At best what could be said is, " with improved statistical methods we estimate that the number of HIV positives as on today could be so and so. We can not say anything about what happened last year. We may be able to tell you something next year. " We as AIDS activists can certainly wait for another year.
