TERMS OF REFERENCE HIV and Human Development Resource Network (HDRN) Position: Communications and Public Information Specialist Duty Station New Delhi Duration: Two years (with possibility of extension) Remuneration: Negotiable Starting date: Mid July Background State of the art knowledge and appropriate technical resources continue to be one of the challenges in responding to the growing HIV/AIDS epidemic in Asia Pacific. As the countries in the region are in different stages of the epidemic – ranging from low prevalence to generalized – learning from one another and optimizing the sparsely available technical and human resources have immense practical value in bridging the gap between knowledge and practice. Over the last several years, the region has generated considerable knowledge, expertise and best practices that need to be synergized and channelised to help strengthen the responses. An issue of equal importance is the inability of the HIV/AIDS stakeholders including Governments in the region in acknowledging the centrality of PLWHA in the responses to HIV. To address these challenges, the HIV and Human Development Resource Network (HDRN) has been set up in New Delhi with support from the Indian Network for People Living with HIV/AIDS (INP+) and UNDP to harness and make available the knowledge and expertise in Asia Pacific to a wide range of stakeholders across the region. It serves development organizations, bi- and multilateral agencies, UN agencies, PLWHA groups and their networks in the region by providing a range of services such as technical support for strategic planning, programme formulation, M & E, GFATM processes; capacity support to PLWHA groups; design and implementation of advocacy campaigns, public information materials, production of films, publications and multimedia products; ICT enabled services to bridge the digital divide; research and training and Corporate Social Responsibility. Duties and responsibilities Working under the overall supervision of the Executive Director and in close co-ordination with the Programme Specialist and the team, the incumbent will be responsible for the following: Help strategize, plan and manage the advocacy, communications and ICT services of HDRN and directly handle their execution including turnkey multimedia, film production, internet and publication projects. Coordinate documentation and creation of public information tools including publications and multimedia films. Tasks will include research, compilation, writing/re-writing, copy editing, proof- reading, finalizing lay-out etc. Help in promoting the advocacy, communications and related services of HDRN with the development sector including UN agencies, bi and multilateral agencies, NGOs and PLWHA groups. Promote wider outreach of information and services related with HIV and development issues by providing support to advocacy and outreach initiatives both through online and offline methods. Make promotional presentations and interface with development organizations in making the services of HDRN available to them Expand the scope of activities of HDRN in advocacy and communications by introducing new products and services Assist the Executive Director in programme management, including financial and administrative functions of the organisation. Assist in identifying and proactively mobilising external resources for the programme; Represent the organisation at various national, regional and international fora as appropriate; Undertake any other activities as desired by the Executive Director Qualifications, skills and experience required 1. Advanced university degree, preferably in communication, social sciences, etc. 2. Minimum 7-10 years experience in journalism, communications, media, publications, creative writing, social sector advertising and policy advocacy work with reputed organizations 3. Excellent writing skills – both serious content and racy public information and advertising copy 4. Proven ability to conceptualize and implement communications projects 5. Ability to handle Internet based projects such as the HIV/AIDS portal 6. Good understanding of HIV/AIDS and development issues and working experience in HIV/AIDS communications. 7. Proven ability to handle different media – print, audio, video, multimedia, web etc 8. Ability to work independently and also as a team-member. 9.
