UV is a method of producing ozone, centered around the 185 nanometer wavelength. This wavelength reacts with oxygen in air, producing a small amount of ozone, about a maximum of 3 ug/ml, useful for cleaning the air, but below the threshold for medical therapy. UV does not produce oxides of nitrogen unless very badly designed (with no control over the frequency band emission). Cold spark is a whole different ball game, unrelated to high frequencies, whereby current passes from cathode to anode, and the resulting charge excites oxygen molecules into ozone. Concentrations can be low to very high, depending on current, pulse rate (if it is pulsed) and especially feed gas. Cold spark acting on air generally results in production of unwanted oxides of nitrogen which can be quite irritating. The half life of ozone in air is temperature dependent (the colder, the longer it persists) and amounts of material available for oxidation (the dirtier the air, the shorter the half life).
