The US Congress does not control the world. Therefore, the WHO statistics would be like comparing the proverbial apples and oranges. You can't blame the entire worlds smoking habits on the US Congress. My comments on children had to do with preventing their deaths from motor vehicle collisions, not second-hand smoke. Though I would agree that banning smoking while children are in the vehicle, or even the general vicinity would be a great idea, hardly manageable, but a great idea.
