I would just freeze the leaves whole without adding anything,.  You could chop them up first and freeze if you want.  For soups, my grandma used to chop herbs and put in ice cube trays, add water to fill and freeze.  Then she'd throw a cube into the soup.  Other herbs (dill) she just chopped and stuck in a plastic container in the freezer.
