Since there is no ban on stem cell research, only limits on federal funding, this is the time for all those wealthy folks, movie stars, etc., who lobbied for stem cell research to come forward with some funds of their own. A private charity for stem cell research, like those for cancer, heart disease, diabetes, etc., could fill the funding gap. Heck, I'd even donate a few pennies from my meager stash.
