question about torticollis

Our 14 month old recently adopted daughter has been diagnosed with

plagio and we will take her for a second opinion soon in hopes of

getting some treatment options, but my question is about

torticollis. While her head does not tilt and she seems to look both

directions well, she DOES hold her head forward most of the time so

her neck is not in line with her spine. I was just curious to know

if this was possibly a sign of tort or just something she does--

perhaps from being in a walker the majority of her first year.
