why do docs not let you have a referral?

hi i was wondering why doctors don't was to refer their patients to a

specialist when asked...do they have to do some kind of work or

essay?.. & why do they want to play the waiting risk game? i wished a

doc could tell us ...has anyone asked their doc about what they had

to go thro to refer baby to a specialist?-mary
