Painting question--advice please!

Now that has her helmet, we obviously want to decorate it. We were thinking of a base of color with stickers on top that we can change.

I need your help.

Do we need to sand the plastic first? Once we paint, how many coats of varnish do we need? What kind of drying time should we expect?
