When I originally checked into this a couple of years ago I spoke to someone on the federal level that mentioned a specific form/permit. but did not require submitting formulas. Now I can't find any of my original notes. I did a quick run through of the archived posts. Initially I had a permit.... this was only for denatured alcohol..... then took many years of looking into finding organic vegetable alcohol. Visiting suppliers talking to them showing them what I was doing .... then repeating the process after they had changed hands getting a professor of botany ete etc...then a few years ago the Customs Excise started back to query. Luckily I kept all telephone conversation notes, names etc,,,, my particular reason etc....... at the end of it..... It's all rather confusing, especially since states have standards that they admit are in conflict with Fed regs, and the states say their laws trump the Fed laws. It's all a polticial football, and it's up to the individual perfumer to hash it out. I've never heard of the Feds, or anyone, except in Europe with the Draconian EU regs, requiring the formulas. Not giving legal advice here, but after reading all the confusing posts here over the years, I'd say find a friendly local/state person to work with and stick with them. That way, they will have to defend their instructions to you to the Feds, if the Feds challenge it. Also not sure what you mean about the drawback and refund policy, Liz. Can you clarify?
