Dear SENATE

Some news from Wales.

Flying Start has been brewing since 2001.

Its different from Sure Start in that it targets 0-3year olds in the catchment

areas of schools who have a high level of free school meal eligability. The

centre peice is free quality childcare for two year olds with the aim that early

years investment will payback in terms of reducing income inequality in the long

term through skill development in the most deprived areas. (you can tell I am

quoting from the document here!) It comes under the Welsh assembly Govt. Poverty

Strategy and will deliver increased health visiting support. This has already

influenced an increase in numbers of health visitors trained.

There is a review of evaluated effective parenting programmes for Flying Start

which, as I understand, is looking at the Old's model. How Flying Start is to be

evaluated I don't know yet.

Here is another recent item which really highlights health visiting success in

Sure Start in Wales:

Society Guardian looks at the Incredible Years parenting programme. Following

its success, the Welsh Assembly has unveiled plans to roll out the programme to

every local authority in Wales.
