They have passive electrostatic properties in that there is an electrostatic charge built up by the movement of air through the material that strains the particles from the air. But they do not have a high voltage grid that removes the particles by " plating " them onto the grid. They had layers of different plastic material that took on a static charge when air moved through them. Because particles would stick to the fibers from static electricity they would stop particles smaller than the holes. The idea was to increase effectiveness without reducing airflow like the HEPA does. For several years they were better than anything else. But once 3M sold the Filtrete they fell out of favor - and for good reason. The initial cost was $90-$200. Even after Harvey started promoting them for $45 they were still more expensive initially than a $15 Filtrete. Also, think about static electricity. You don't have static electricity in wet or humid weather. So while these filters tested well in the dry lab or in Colorado or Arizona, they didn't do so well in humid climates, like where you live.
