Greater Support for Local Areas to Improve the Lives of Children

Children's Trusts and their partners are set to receive more support to help improve the lives of children and young people, it was announced today.

The Centre for Excellence and Outcomes in Children and Young People's Services, launched by Beverley , will gather together and analyse national, regional and local knowledge about what works in tackling issues such as improving the wellbeing of looked after and disabled children. The Centre will provide an offer of tailored, specialised advice and support to local authorities on how to use tried and tested approaches to address the individual challenges of their area.

Minister for Children, Young People and Families, Beverley said:

"I am delighted that C4EO, under the leadership of Davies, has been appointed to run the Centre. It will offer a real opportunity for the sector to work in a new way to support Children's Trusts and improve the lives of children and young people. Their collective experience will be of huge benefit when meeting the challenge to better understand what works at local, regional and national level across a number of key Every Child Matters outcomes.

"The Centre will strengthen our capacity to distil the key messages from research and practice, helping local areas to deliver sustained improvements in our communities and close the inequality gap between the most disadvantaged and the rest."

The C4EO consortium will be led by the National Children's Bureau and its core partners - National Foundation for Educational Research, Research in Practice, the Social Care Institute for Excellence and a number of other key organisations in the sector.

Director of C4EO Davies CBE said:

"Achieving the outcomes set out in Every Child Matters is a vital yet ambitious task. C4EO will contribute towards this by encouraging a culture of improvement, underpinned by a passion for doing the very best for all children, young people and their families. We shall achieve this by bringing together the evidence of 'what works' and then making this knowledge available to all those working with, and for, children. Through our interactive website, our rolling programme of regional workshops and our trained 'sector specialists', Local Authorities and their Children's Trust partners will be given the support they seek.

"This is an exciting opportunity and I feel privileged to be leading the new Centre's development."

The Centre will receive £12million over three years to gather and analyse information based around the six Every Child Matters outcome themes. These themes are: youth; disability; vulnerable children (particularly looked after children); parents, families and carers; early years; and schools and communities. The Centre will commence work on three themes during its first year of operation: Early years; Disabled Children; and Vulnerable Children (Children in Care).

The priority in the first year will be to explore what works in the areas of early years, disabled children and children in care.
