Sandalwood is a base note and neroli is a top note, so what you need is a middle note, and you'll have a nice little vertical accord. Some common ones would be Geranium, Rose, Jasmine, Ylang-ylang, or Clary Sage, just to name a few. Since you mention you are just starting, I would recommend a great little book by Mandy Aftel called " Scents and Sensibilities " . It introduces you to the basics of natural perfumery, with a specific emphasis on making solid perfumes (basically take your oil perfume and add wax and it's a solid perfume).
