This is an interim measure to meet the EYFS requirements from the Ticikell review. An expert adviosry group DH & DfE combined is currently working on an intergrated 2-2.5 year review to be published 2015. Mitch Balir and I are on this group and presented the progress so far at the Telford National Child Health Confernce 2 weeks ago.
