Senate Bill 1580 - The Governor's Bill - SECTION 8

Dear colleagues, Just out. The attached Senate Bill 1580 which is the Governor’s bill and specifically “SECTION 8.” Represents the culmination of many months of grass roots work, working on the Governor’s campaign, colleagues holding functions, colleagues attending functions, colleagues stepping up at the “Oregon Health Authority’s” statewide community outreach round table discussion on Oregon’s “Coordinated Care Organizations” asking for public comment concerns, wants etc. These are the meetings that the OCA organized doctors to come to each of these meetings and voice their concerns that if we are really going to change how we deliver health care not just how we pay for it, the CCOs must not be allowed to discriminate against “CAM providers.” Section 8 also is do to all of you wonderful colleagues that emailed and had your patients email the “Oregon Health Policy Board” during the email public input periods resulting in the highest number of comments of any topic with the OHPB stating in their “Public Comment Summary” that they received over 250 emails asking that the Governor’s bill include non-discrimination language. Section 8 is also due to the OCA facilitating the creation of a “Non-MD Coalition” of health care providers which currently includes the naturopaths, optometrists, nurse practitioners, nurse anesthetists, acupuncturists, and massage therapists who also gave public testimony and asked their people and patients to email in their comments to the Oregon Health Policy Board and continue to fight next to us for this bill to pass. The battle is far from over and in fact is about to begin. The OCA’s “non-discrimination train” left the station long ago and is well down the tracks and our enemies are scrambling our enemies who would suppress our profession’s advancement and Oregonians access to our services as well as other non-MD providers have just left the station and will attempt to blow the tracks up on us…and our newly formed coalition is going to do everything in our power to not let that happen….We have the momentum...why? Because, 1) This is the Governor’s bill which has our non-discrimination language. 2) As evidence at the statewide round table discussions and later the myriad of emails to the Oregon Health Policy Board Oregonians…the public want access to alternative health care providers the public wants “non-discrimination. 3) The language from Section 8 is taken from current Medicaid regulatory language and is the same language found in Section 2706 in the “Accountable Care Act” (ACA, or ObamaCare) so the language in SB-1580 is consistent with Federal language, 4) Because we have huge bipartisan support with many legislators for non-discrimination in the CCOs and many are helping us from the inside. 5) Because our strong coalition with all of our legislative relationships are pushing for this language. 6) Because it is what is missing in health care and is the right thing to do for Oregon!! SO HERES A GREAT BIG HUG TO ALL OF YOU COLLEAGUES WHO DID WHAT YOU ALWAYS DO WHEN THE PROFESSION NEEDS YOU, YOU STEPPED UP!! YOU CAME TO THE STATEWIDE ROUNDTABLE MEETINGS AND YOU EMAILED YOUR COMMENTS AND HAD YOUR PATIENTS DO THE SAME…YOU MADE THE DIFFERENCE!!
