Working with Congress, States, advocacy organizations, and others, this executive agency seeks to recruit talented individuals who have strong analytical and communications skills and also possess a deep understanding of the health and community services upon which the elderly and people with a disability rely. These positions are located in Baltimore, land Visit our web site at: www.cms.hhs.gov Equal Opportunity Employer The Disabled and Elderly Health Programs Group We have immediate openings for three contractual positions in the Disabled and Elderly Health Programs Group (DEHPG) of the Center for Medicaid and State Operations. This group is responsible for Medicaid services on behalf of elderly people or individuals with a physical or cognitive disability, such as: • Section 1115 research and demonstration waivers, home and community-based service waivers, • State Plan services (e.g. home health, personal assistance services, rehabilitation, DME, PT/OT, and nursing home payment policy). • Special nationwide initiatives, such as working with States on fulfilling the Americans with Disability Act, the Supreme Court Olmstead decision, the Ticket to Work and Work Incentives Act, Real Choice Systems Change Grants, the President's New Freedom Initiative, and the newly passed Deficit Reduction Act of 2005. Up to 3 Contractual Positions Available We are interested in entering into a Intergovernmental Personnel Agreement (IPAs) with qualified individuals. IPAs enable CMS to employ qualified personnel for a 12-month period, with the option to renew up to 3 additional 12-month periods. We seek skilled, committed individuals to improve the nation's system of services so people of any age who have a long term illness/disability may live and participate in their communities, including improvements in: • Federal policy that advances the Americans with Disabilities Act; • Availability and quality of home and community based services; • Options to purchase Medicaid coverage & remove employment barriers; • Service delivery designs that integrate long term support services in a coherent manner so as to support individual choice and responsibility; and • A research and policy agenda to forward the President’s New Freedom Initiative. The work may involve drafting proposals for national legislation, budget, and/or regulatory changes; analyzing state waivers, state Medicaid plans, grant or demonstration applications; conducting statistical research on key issues; developing grant programs, technical assistance materials and quality assurance/improvement designs that enable States to improve their service delivery systems.
