We vote for a Lotto system because they say it will go to education and now who knows where the money goes while our schools are pretty much the worst in the U.S. (poor grades, large classes, some areas are dropping school bus service, and buildings that are crumbling apart). I did my home work well before joining the commission attend all meetings and know where the money goes {especially since a neighbor handles the treasury in an open and transparent public paper trail}. Massachusetts has laws that %50 or more of HP fines must go back into the town disability commissions treasury. Some towns get %100 back into the commission. My town has %50 to the police department {who train, supply the patrol with digital cameras, and other continuing supplies at their expense} and %50 goes into the commission where it gets spend on board decided things like making accessible public areas, library equipment for the sight impaired, etc. > > You mean like the Lotto revenue goes to fund our (Texas) public schools, huh?
