moving school districts and IEP question--who's responsible?

We are going to be building a home in a new school district. Est. date of completion (closing date) is Aug. 2011. We are currently on scholarship with local LEA. We are trying to decide to go off scholarship or stay on for '11-'12 school year. Who is responsible for my son's IEP? I want the school district doing it that he may be attending, not the current one. Our IEP is in May. Any guidance on this issue? Thanks.Amy
