In my opinion, if one must change from Citric acid, other than lime or vinegar, a better choice will be Phosphoric acid.It is weak acid similar to Citric Acid. It is available in food grade. It is being extensively used in most bottled drinks like Coca Cola etc for getting sour taste .It is edible. Just similar to Citric Acid one can make a 10% solution and use like citric acid based activator.It works and releases Chlorine Dioxide.
