Has anyone taken one of those Heath Dept. 90 day/3 month HIV test in the past? Please help

Hello, You go to your local heath department and they take that tiny draw of blood after having sex 90 days/3 months ago and if you passed as in HIV negative they say you do not have HIV. Are the test any good? Reliable? Have you had any experiance with them or know anyone who has?
