Certainly there are several tests which can be done on non-verbal children -- think about all the non-verbal autistic kids that are placed on IEPs!!! I am a parent advocate here in land. I have learned quite a bit about the educational process (pertaining to special education) through our state parent advocacy group, which offers free classes on IEPs and related subjects. Check out your state advocacy group for similar offerings, or to have them recommend an advocate for you if you ever need one. In a lot of cases, parents that have completed advocacy training will attend IEP meetings with you at no cost. There is a great group called IEP_guide.
