Our son does the same thing! His 9 with autism. He only scream no if he doesn't want to do it. But if it something his ok with his says no like his asking a question. Most the time I don't pay attention to it cus when I do he thinks it funny and repeats it. Pretty much it seem he say cause it one first words he learned and first thing that comes to mind.

Ask the parents to stop yelling "no".He is parroting.
