To the Richmond Infant Council (RIC), VIDD staff, and other interested

individuals and groups:

As you may be aware (and if you are, you can delete this message right now),

Parts C and D of the Individuals with Disabilities

Education Act (IDEA) are scheduled to expire on September 30, 2002. Prior to

reauthorization, the U.S. Department of Education,

Office of Special Education and Rehabilitative Services, is soliciting public

comments on Parts C and D of IDEA through February

25, 2002. This provides an opportunity for families, service providers,

local administrators, and anyone else interested in early

intervention for infants and toddlers with disabilities to voice concerns

they may have about current Part C (and Part D)

implementation and/or to offer suggestions for improving the regulations

prior to being reauthorized.

You may review the actual invitation for public comment as printed in the

Federal Register, Vol. 67, No. 7, Thursday, January 10,

2002, by following either one of the links below:

Please review this 2-page attachment and, if so inclined, feel free to share

your recommendations and concerns about Part C

implementation with the U.S. Department of Education.
