I would encourage you to contact them and tell them that other neighbours are being approached by your neighbour... and you are feeling very upset about this... say it feels like a hate crime in the making....he/she maybe one route... I am thinking of others.... but in the past I have used the police (and they responded really fast when I mentioned discrimination... disability hate crime is real.... This would really upset me, no matter how bigoted she is and how wrong she is. You could try your local MP or CAS.
