Or call the school system special ed director. Or even the state. Calling them just to sort of " ask " because you don't understand why they are denying, etc. That way when you call it's not quite yet a complaining parent calling, more one who needs the system explained. I personally think that helps more, asking for clarification about it. Then - because you are most likely the one who is right or at least the school just isn't providing good answers (they're in the Parent Handbook) - the school system director or state one can get things corrected, whether it's to add it all without an IEP or get her one. Just some more quick thoughts.
