Here is an update on the privatization of the BCW program.

This time it affects Dekalb and Fulton Counties. Easter Seals has a contract which will go into effect 10 days from the posting date barring any protests of the bid. The notice of intent to award this contract to Easter Seals North Georgia was announced by the Department of Administrative Services on 1/8/08.

On November 30, 2007, it was announced that Easter Seals North

Georgia is partnering with Therapy Works P.C. and PediaSpeech to

provide early intervention services in this region for all infants

and toddlers, birth to three years of age who qualify for Babies

Can't Wait.

This arrangement was reached when Easter Seals was awarded a contract

from the Georgia Department of Human Resources (DHR) to provide these

services. Easter Seals North Georgia was selected as the contractor

after responding to a Request for Proposals for Contingent Services

for Babies Can't Wait was released on October 2, 2007. The deadline

to submit proposals was November 1, 2007. The notice of intent to

award this contract to Easter Seals North Georgia was announced by

the Department of Administrative Services on 11/29/07.

Here are some questions that families/advocates and citizens may ask

about these changes include:

1. Why did the Gwinnett Board of Health choose to turn down the

contract to provide early intervention services in Gwinnett?

2. How is the privatization of services to infants and toddlers going

to affect services? Remember that families and providers have been

less than happy with the state privatization of Medicaid services

(CMO's).

3. Why was there only one bid submitted for the $2,104,449.00 BCW

contract in Gwinnett?
