The following is an example of the insanity endemic to all Federal Agencies and governments in general, a "certain official" in government recently stated his decisions were made on principle, [his words not mine] the folly of dogmatic actions in response to all problems, rather than any reasoned weighing of the pro/con and any unintended consequences, [woe but for a new ] before proposing actions must by definition and common sense logic, lead to poorly construct policy - creating ticking time bombs just waiting to explode - the appropriate principles applied in appropriate situations result in good policy decisions.Decisions that benefit all and advance the general well being of all in a society. Inappropriate principles applied at inappropriate times produce the obverse results.Otherwise, perverse distortions in policy are the main cause forcing nations and societies alike to fail, a lesson unlearned by many, despite being repeated many times throughout our history, since the creature now termed mankind - first formed co-operative groups so long ago living in social groupings - under agreed rules for mutual survival and the advancement of each and all members alike.Each epoch failed when those who ruled ignored the lessons of the past, as do so many others and assorted law makers now, who stressed that principles alone guide all of their decisions and thereby all consequential events and actions.That cars emit pollution is undeniable, but to claim that before you can attempt to curb vehicle emissions, you must be asses all sources, then declare them equally offending pollutants. Furthermore, only then agree that if you also stop all cows from farting, can vehicle exhaust emissions be curbed, is an absurd perversion of logic and is a sign of irresponsible leadership and incompetent policy development procedures.The facts remain cattle have farted since, and actually before they ventured off Noah's arch, with little harm to the universe, to avoid a rattle between creationists etc.. and other conflicting with views I will leave that here and proceed to the next point.There is apparently still time to offer your opinion, and hopefully make outraged comment to force the incompetent to see the folly of their myopic focus on principle and govern making rules that benefit all instead of the few benefactors alone.P.S. Please take action as the right to exert your rights and express views on policy is under attack, these rights have already been much diminished retroactively via trade agreements and other pacts previously signed.P.P. The main cause of the current financial collapse is the Basil Accord and the Three Pillars ironically declared on December 7th of 2007 or 2006 [the exact year may be off but the day it was declared is correct] This from the Bank of International Settlements, the "Central Bank of Central Banks", the third pillar was the last shoe to drop, that being the inclusion of RISK in accounting which meant the inclusion of "Mark to Market" determination that when combined with many years of loose regulation of banks and financials, the derivatives a concept created by private bankers and then nurtured by Mr. Millikan and Enron officials etal, un-loosed to ensure the destruction of the American [Empire] financial world in favor of the "Old Empire of post industrial Oligarchies", the grasping greed of certain American interests to attain entry into that heady realm of post industrial powers ensured America the opportunity to share the same fate as the old "U.S.S.R." and other challengers to the "System".EPA Proposes "Cow Tax" The Environmental Protection Agency issued an Advance Notice of Proposed Rule making seeking public comment on whether it is appropriate to regulate greenhouse gas (GHG) emissions from automobiles under the Clean Air Act. In order to regulate automobile emissions, the EPA would first have to make a finding that all greenhouse gases endanger public health and safety and should be classified as a "pollutant." Essentially,the EPA is ruling on whether or not GHG emissions should be classified as endangering public safety. If that finding is made, all GHGs including carbon dioxide, methane and nitrous oxide would have to be regulated under the Clean Air Act. The problem with this approach is that once an endangerment finding is made, other provisions of the Clean Air Act are automatically triggered, creating much broader, costly regulation of other sectors oft he economy, including agriculture. IMPACT:Oncean endangerment finding is made, Title V of the Clean Air Act requiresthat any entity with the potential to emit more than 100 tons per yearof a regulated pollutant must obtain a permit in order to continue tooperate. For previously regulated pollutants, a threshold of 100 tons meant that only the largest of emitters were required to be permitted. For greenhouse gases, the situation is much different. Not only would power plants and factories, but also many office and apartment buildings,schools, hospitals, large churches and even large homes would be regulated. Literally hundreds of thousands of entities would be required to obtain permits. The vast majority of livestock operations would easily meet the 100 ton threshold and fall under regulation. In fact, USDA has stated that any operation with more than 25 dairy cows, or 50 beef cattle would have to obtain permits. According to USDA statistics, this would cover about 99percent of dairy production and over 90 percent of beef production in the United States. As the proposal stands today, the permit fees would equate to a "tax" of $175 per dairy cow and $87.50 per beef cow. Greenhouse gas regulation under the Clean Air Act would not only adversely impact livestock producers but all farmers. Crop production emits nitrous-oxide from fertilizer and methane from rice production, and fields that emit 100 tons of carbon would also be subject to permitting requirements as well. Any Florida farm with 500 acres of corn, 250acres of soybeans, 350 acres of potatoes or only 35 acres of rice would be forced to obtain Clean Air Act permits. Emissions from farm machinery and energy used in production might also be added.Regulation of other economic sectors will result in increased fuel,fertilizer and energy costs for all farmers and ranchers.
