The Department of Justice (DOJ) issued a report on December 1st outlining the

mistreatment

of Texas institution residents. Among the reportÕs findings: 53 residents died

from

preventable conditions such as respiratory failure that are " often the result of

lapses in care. "

Nearly 5,000 Texans live in 13 institutions referred to as " state schools. " A
