The amino acid arginine can work to trigger GH release in high doses, but it is not always effective in triggering GH production from the pituitary. It is used in stimulation tests as is insulin.

If one has a pituitary dysfunction whereby GH is not being produced or there are antibodies to it, no precursers will elevate IGF-1 levels, no matter what the formulation.
