Once-upon-a-time (recently) I talked to a person from an Eastern European Country...I/he had no idea if he would become eligible for Medicare.

When I talked to a Medicare Expert at CMS I was told:

"If he has adequate work history and is lawfully present in our country - then Yes he would become eligible for Medicare...he had to be "classified" as a permanent resident, if he was not a citizen".

Hope this helps shed some light on this subject.

Hey Group:

I have a refugee from Ghana. She needs both a liver and kidney. She has been in the United States for almost two years and on dialysis since the day she came here. She is currently covered by Medicaid based on her disability. My question, will she qualify for Medicare? She's never worked in the US, so she doesn't have any credits. I just don't know if there are any "loop holes" for refugees.

Also, I think that if the patient is over 65 they can elect to pay for Medicare. If they qualify for QMB then the state will pay the premiums for A/B, again if they are over 65 w/o work credits.

On a similar note, I have a donor from Kenya and the recipient is BCBS. Does anyone know how this would be handled. I haven't really looked into it yet since the recipient hasn't been cleared for transplant but... I know it will be coming. Any thoughts?

I used to work for an immigration attorney, he is extremely knowledgeable about this type of thing, and what refugee's may qualify for etc. His name is Greg Siskind, and his website is at www.visalaw.com. I think there is a link to email him directly. If not, let me know and I will contact him.
