Paper bills in NY

Hi, all! Do any of you NY docs bill your insurance payers with paper

bills? I was planning on sending HCFA 1500's, generated by AC, until

my EZ Claims clearinghouse billing is set up, since it seems that may

take awhile. But, while reviewing the Blue Cross website, I see they

say that NY state law requires me to bill electronically unless I have

a waiver from the Health Dept. (which I may not be able to get anyway,

since I expect to submit more than 1200 bills/yr.) I spent time on

the Health Dept. website, and couldn't find anything about getting

such a waiver, or even figure out who to ask. Has anybody done this?
