Who is primary & who is secondary?

Here is my scenario:

Patient has two insurances: Cigna & Aetna. She is NOT

the insured on either plan. Her husband is the insured.

Cigna is the husband’s retirement plan. Aetna is his

present employer plan.

My first thought is Aetna is the primary plan and Cigna is secondary. Am I

correct?

When I called Aetna they

indicated that they are primary;

however Pt. is saying different. She says that Cigna is primary and Aetna is secondary.

Help?
