TX aborted; who pays surgeons/anesthesia chgs?

We recently had a tx aborted due to donor having cancer of the kidney. I am under the understanding that the surgeons' charges for removal of kidney as well as anesthesia charges are to be paid by our tx center..is this correct? A bill just came in for anesthesiology on Kurt Wiesel for $2530.00. Can you confirm that this is how the billing should be done?The bill has the procedure code 00862 for $2530.00.
