You have a point. More simply is that most OPEC countries are dictatorships and/or feudal kingdoms. Such systems are typically ones were 95% plus of the wealth is owned by the rulers and their friends, maybe 3% of the population. The rest are left to scramble for the 5% of the wealth. Few of the OPEC countries are investing domestically either, aside from grandiose building projects to lure gullible rich westerners to spend their money there. There is little or no education, infrastructure development or preparation for the day when oil runs out.

Myanmar itself is an example of this. The rulers have sucked up most of the wealth for themselves already. It is only natural that they would also take this aid coming in. They don't care a whit about their people. In fact, they probably wouldn't mind many of them starving to death as there would be that many fewer to keep an eye on.
