Not sure how they could possibly NOT know parents are complaining while we: 2004 - filed TEA complaint 2005 - complaint was finally resolved after one whole year (they had massive staff shortage and hence 1 year delay vs. 60 deadline) 2006 - ongoing failure to implement the TEA directive to provide compensatory services for failures cited in our 2004 complaint (we prevailed on all 8-10 areas) 2006 - filed OCR complaint 2006 - went to mediation for several issues and again one was failure to provide the compensatory services from 2004 complaint 2007 - went to 2nd mediation 2007 - went through Due Process 2008 - DP decision found district did deny our son FAPE - again compensatory services 2008 - filed FERPA complaint SO I guess that should be something that would counter the agencies saying that parents are not complaining. Heck after all this, Swain TEA SPED complaint and the TEA legal department probably have me on speed dial since we are all on first name basis. Unbelievable - and complaints, mediations, due process, etc. are all tracked by TEA. One parent request information for the last several years from TEA on all these issues that were filed. And they sent her a spreadsheet. Sounds to me like someone needs to start questioning TEA about whether those constitute complaints or are they looking for something else to call a " complaint " .
