They are 2 different things. if you pulse a 10,000volt DC current 1,000 times a second it matters not what the emitted RF field passes through as it won't change the number of pulses per second which will always remain at 1000. If a medium changes the frequency or the wavelength of the RF, so what? It is the pulses per second that " heal. " (usual disclaimer). (The RF emission from EM and similar devices is broadband from just above the frequency of electricity to well into the inoizing frequencies.)
