Especially in the winter with the inversion from cold air in the morning, and hot air during the day. I really hate when the burn barrels are going full force with people burning their trash. We had our share of brush fires this last spring...some were terribly close to the house...not only was it smoky, but I was worried about our place as well. I have some people who just moved in the neighborhood a couple of week ago. So far every night they are burning trash and it is making sick and some times I think my asthmas is going to act up. I guess there are some people in the world who burn there trash that don't care about people who have breathing problems and can't take the burning of trash. No open burning. Are there any regulations in your county? The best place to start asking would probably be your local fire department. They can point you in the right direction. I know you probably don't want to start off on the wrong foot right away with the new neighbors, but maybe you can find out what the regulations are and leave them an anonymous note or something.
