If they kept better inventory and made reasonable projections as to the use and obsolescence of the things they purchase, the government could save itself a lot of money. Administrator Solyndra was caught destroying millions of dollars in new parts and components. If this had been anything other than a scam, they would have either been using those parts or selling them to raise some money. However, since its just taxpayer money, they don't care about that. This has a long history in the US. Scammers have flocked around every time the feds have handed out money for certain projects. It happened after the Civil War when the feds were handing out money hand over fist for rail roads. Lots of useless lines were built, some really shoddy work was done and also some people never bother to lay an inch of track but just took the money and ran. Even during the Revolution government procurement agents bought garbage from suppliers willing to defraud the government and gave the shoddy stuff to the troops fighting the war.
