Going through all the news and mails in last week, I realise  that the only

group of people who are not resposible for anything are the Indian

Administrative Service guys.They are not seen anywhere, get the highest pay and

are not responsible for anything. They have all the power though. No politician,

no media men, no intellectuals, no body seems to pin point at this greatest

curse on India.

I agree. They are as much to blame as the politicians, but they get away by

using politicians as a facade.
