The only way you'll get any eel in this America as far as I know is at a Japanese or Chinese restaurant, or fresh or frozen at an Asian shop. The only exception might be places where eel is actually harvested, but even there I think it's still a very rare food and it's just exported. I've never heard of a Dutch restaurant, but maybe in NYC? European ethnic restaurants are very rare in the US, except Italian, and except for a handful (still a tiny number compared to various non-European cuisines) in NYC (and presumably LA, SF, Chicago, and maybe some random hot spot for a given ethnicity).
