vit K and eye drops for newborns

My brother and sister-in-law wish to decline not only the HepB for their baby who will be born this month, but also wish to decline the Vitamin K shot and the eye drops.

They were told by their OB that they can be reported to child protective services and also that it is state mandated (they live in Temple, TX) and that it is a misdemeanor if you refuse! I am thinking there is some information they are not being given- a waiver that is available perhaps? The code they were given regarded the eye drops is:

Texas Admin Code Title 25, Health Services Department State Health Services 81.091 (g)

Can anyone provide any further information? This is absolutely ludicrous. The funny part is- on the HepB they weren't given any flak!
