Not as many crawlspaces in Colorado have mold, at least in the lower elevations. The moutains can be different for a variety of reasons. I agree the mere presence of mold is not cause for action, but moisture can be a different story. As a consultant my recommendations vary depending on the answers to (at least) the following three questions:

1. Is there structural damage?

2. Are there health complaints?

3. Is the house on the real estate market?

Then there are related questions of insurance, budget, future plans, legal involvement, etc which shift the ideal toward the practical.
